Starts a process that persists and restores all encrypted content
Parameters
- eventStore: IEventStoreStreams
  The event store to listen to
- storage: EncryptedContentCache | Observable<EncryptedContentCache>
  The storage to use
- Optionalfallback: (event: Event) => any
  A function that will be called when the encrypted content is not found in storage
Returns () => void
A function that can be used to stop the process
